If my IP address changes every time I connect to the internet, how is it my cyber identity?

Apparently your IP changes every time you connect... well how is it your identity if it only lasts as long as your session, and is irrelevant afterwards?

The IP you use at any given time is logged by your ISP anyway, so they always know who you are and where you go... Changing your IP has no effect in tracing you down if necessary... The IP you get is from your ISP, whether fixed or changing all the time - and the logs record you connection regardless.

Rarely will it change everytime. Most cable internet connections will have a dynamic IP but they only change every 3-6 months. Mine is about every 6 months. Even with DSL your dynamic IP will change every few months.

It's relevant only in the sense that ISP logs can still show who had that IP at a certain time. It can make it harder to attack but most attacks are random and they just take a block of IP addresses and scan for weaknesses.

well dude its due to use the ip address more efficiently

as less no of ip and more no of peaple want that if u give one to one then it may happen that some people does not got any ip and so the isp will provide the ip address dynamically by DHCP protocol it will make an entry of ur identity with Ur ip for the current section only and as the connection disconnect the ip release and entry set time for which u have use that ip
Your IP address is not unique to your computer. As the other answers have indicated, it can change over time depending upon your ISPs policies.

The unique number associated with a computer is the mac address of it's internet interfaces. Even those may not be tied to a specific computer if they are USB or PCMCIA devices.

What the ISP can and does track is what IP address they have assigned to what mac address at any given time. If that mac ties to an integrated chip in your computer then it identifies that machine. If it ties to a USB card it's pretty much meaningless.
